Im trying to find a reseach for hypoactivity for a school report

I have a new student in my room who has, for the past 3 years (in regular education) done literally nothing for his teachers. He spent most of his time either sleeping or playing with his fingers and supplies as rockets or cars.
Our psychologist has him labeled with “fluid reasoning deficit”. Since being in my class, he has done the same things. I have tried various behavior modification techniques, but they have limited success. I’m wondering if he has a form of hypo-activity and was wondering if you have any suggestions for working with him.
