		<description>I&#039;m not sure that the juvenile jails would be empty. However, this has been a long standing problem in our jail system. What do we think is in the  the adult jail system. We can not belive that the public school systems can fix the problem by their self. Yes, they need to obey the federal law and many don&#039;t but it is a fact that children who do not have an a good support system out side of school do not fair well. Even if they get good special instruction,or if there is no expectations of them to do well.</description>
